Eastern Gateway Project

Eastern Gateway Scope
The Eastern Gateway Master Plan, established in 2010 by the Charlottetown Area Development Corporation and its partners, aims to create a stronger, more vibrant Eastern Gateway. Phases 1 and 2 of this project are now functionally complete, featuring:
- The complete reconstruction of sections of Grafton Street and Water Street seen in the photo below.
- The construction of multi-use paved pathway on both streets and a new sidewalk on Grafton Street.
- The realignment of Water Street to connect with Grafton Street, creating a new intersection as seen in the photo below. Consequently, Water Street’s connection to the Riverside Drive, Grafton Street, and Hillsborough Bridge intersection has been removed.

Eastern Gateway Project Phase 1: Grafton Street
Status: Construction is functionally complete. Landscaping is to be complete in the Spring of 2025.
Highlights:
- Replaced water, sewer, and stormwater infrastructure.
- Installed concrete curb and gutter and repaved the roadway.
- Constructed a 1.8-meter sidewalk on the north side of Grafton Street, and a 3-meter-wide multi-use pathway on the south side.
- Installed a new signalized intersection connecting the realigned Water Street to Grafton Street approximately 150-200 meters east of Edward Street. This intersection features a new designated right turn lane onto Edward Street.
- Implemented a new right turn lane from Grafton Street onto Edward Street.
Eastern Gateway Project Phase 2 – Water Street
Status: Construction is functionally complete. Landscaping is to be complete in the Spring of 2025.
Highlights:
- Replaced and upgraded water and stormwater infrastructure. The realigned section of Water Street now features two 1.5-meter diameter storm lines to mitigate flooding in this area.
- Installed concrete curb and gutter and repaved the roadway.
- Installed new street lighting along the realigned section of Water Street.
- Constructed a 3-meter-wide multi-use paved pathway extending from Grafton St, along the new roadway, on the east side of the road, to the boardwalk at 220 Water Street (Lawtons Drugs).

Eastern Gateway Scope
The Eastern Gateway Master Plan, established in 2010 by the Charlottetown Area Development Corporation and its partners, aims to create a stronger, more vibrant Eastern Gateway. The work currently being done as part of this plan involves reconstructing Grafton Street and Water Street, including upgrading water, sewer, and stormwater systems. Water Street will be realigned to connect with Grafton Street, as shown in the photo below, creating a new intersection. The project includes a multi-use paved pathway on both streets and new sidewalk on Grafton Street. More information is available in the master plan.
Eastern Gateway Project Phase 1: Grafton Street
Status: Construction in Progress with expected completion in September of 2024. Project is expected to be functionally complete in advance of the 2024 PEI International Shellfish Festival taking place at the Charlottetown Event Grounds from September 19-22.

Current Progress:
- Asphalt roadway has been cut and removed on the north side to allow excavation for underground utilities, including water, sewer, and stormwater infrastructure.
- The new water and sewer line have been installed, with stormwater infrastructure installation ongoing.
Next Steps:
- Complete the installation of the stormwater infrastructure, as well as the water service connections that link the main water lines to property plumbing systems and complete the final sewer connections.
- Complete concrete curb and gutter installation and repave the roadway.
- Construct a 1.8-meter sidewalk on the north side and a 3-meter-wide multi-use pathway on the south side.
- Perform landscaping once all infrastructure is in place.
- Complete the intersection connection from Water Street to Grafton Street with traffic signals being installed approximately 150-200 meters east of Edward Street.
Eastern Gateway Project Phase 2 – Water Street
Status: Construction in Progress with expected completion in the fall of 2024. Project is expected to be functionally complete apart from removal of remaining road infrastructure in advance of Gran Fondo PEI taking place August 23-25 and the 2024 PEI International Shellfish Festival taking place at the Charlottetown Event Grounds from September 19-22.

Progress So Far:
- Asphalt roadway has been removed to facilitate excavation for underground utilities, including water and stormwater infrastructure.
- Silt fences have been installed along the coast to protect the Hillsborough River from sediment.
- Casings for storm lines have been installed beneath the Port Authority’s white fuel lines, which remain undisturbed.
- Installation of water and stormwater infrastructure on Water Street, including the realigned section connecting to the new intersection at Grafton Street, is complete.
- New road gravel based has been placed.
- New street lighting bases and conduit installed.
- Concrete curb and gutter will be installed up to Grafton Street by the end of day Wednesday (August 14, 2024).
Next Steps:
- Final grading and place asphalt on Water Street (work to begin the week of August 19, 2024)
- Final grading and place asphalt on new roadway, to Grafton St (work to begin the week of August 19, 2024)
- Install street lighting pole
- Construct a multi-use paved pathway extending from Grafton St, along the new roadway, on the east side of the road, to the boardwalk at Lawtons Drugs Friendly’s Pharmacy.
- Perform landscaping.
