Grafton Street is a key transportation corridor for the City of Charlottetown, serving as a main entrance to the downtown core from the Hillsborough Bridge, servicing significant institutional, commercial and commuter traffic. The City is in the process of developing a road infrastructure Master Plan for the section of this corridor between Edward Street and West Street.
The goal of the Plan is to provide concept designs for upgrades that will:
Improve safety for all road users
Enhance active transportation connections and pedestrian amenities
Support upgrades to public transit facilities
Maintain vehicular traffic flow
The project will also look at upgrading stormwater infrastructure as needed to accommodate changes, as well as consider the viability of burying overhead utilities.
Data collection and intermediary work has been ongoing since December 2024. The City and their consultants will be hosting a Community Open House on May 28, 2025 from 4:30 to 6:30 p.m. at the Simmons Sport Centre Centre Multi-Room to present findings from the existing conditions review and introduce concept design optionsfor the corridor. This time will also be used to connect and discuss with residents, answer questions and gather public feedback on the project.

Phase 1: Research, Analysis and Stakeholder Engagement
Grafton Street Master Plan has finished this stage
Assess existing conditions, both on this section of Grafton Street and within the broader context of Charlottetown. Develop a comprehensive plan to meaningfully engage stakeholders and the public on priorities and the vision for active transportation in Charlottetown.
Phase 2: Concept Development
Grafton Street Master Plan is currently at this stage
Develop preliminary concept options to be presented at an open house. A survey will be provided to attendees of the open house which will inform the City and their consultants of residents’ stances on the plans for the corridor. The survey will also be available on this site at that time.
Phase 3: Final report
this is an upcoming stage for Grafton Street Master Plan
Finalize the Grafton Street Master Plan by gathering community and stakeholder feedback, refining recommendations, and presenting the Final ATP to Council for approval.
