North River Road Redevelopment

North River Road is a key transportation corridor for the City of Charlottetown, serving significant residential, institutional, commercial, and commuter traffic. The City has identified North River Road between Capital Drive and McGill Avenues as an area requiring attention to better accommodate the travel needs of users today, as well as in the future. To improve the corridor for pedestrian, active transportation, transit and vehicular traffic, the City is in the process of developing a master plan of roadway infrastructure upgrades for the corridor.

The goal of the Plan is to provide concept designs for upgrades that will:

  • Improve safety for all road users.
  • Improve the availability and accessibility of active transportation and transit facilities on North River Road.
  • Improve the aesthetics of the corridor, such as street lighting and green space enhancements.
  • Improve traffic flow and mitigate congestion.

The project will also look at upgrading stormwater infrastructure as needed along the corridor and will include upgrades to several intersections along North River Road.

Data collection and intermediary work has been underway since the spring of 2023. With help from the City’s consultants, concept design options have been developed to roughly 75% complete.

The City hosted open house sessions on Wednesday, Oct. 25, from 2 to 4 p.m. and 6 to 8 p.m. at the West Royalty Community Centre to present and explain the project and concept designs developed thus far, discuss with residents and answer questions, and gather public feedback on the project. A survey was provided to those who attended, aimed at helping the City understand the current usage of North River Road and the types of upgrades needed. The survey was also available on this site, and closed on Friday, Nov. 10, 2023 at 4:00 p.m.

Over the next number of weeks, the City and its consultants will be reviewing the information gathered at the community open house sessions and via the paper and electronic surveys, and preparing a summary of ‘what we heard’. Work will continue to advance the project based on the feedback received, and other project considerations.
