Queen Street Parkade Proposal

The Queen Street Parkade has long been a staple of the city’s downtown core and since its construction in the late 1970’s, has helped serve parking demand for downtown businesses and workplaces. Today, the structure is approaching the end of its useful life and is in need of significant upgrades and renovations to ensure its structural integrity and serviceability on an enduring basis.

Because the cost of repairing or fully replacing the structure is expected to be very significant, the city sought alternative solutions that would satisfy both the needs of the Parkade and contribute to other strategic goals and objectives of the city. The city issued a Request for Expression of Interest (REOI) to gauge interest within the private sector for the redevelopment of the site. A key parameter of the REOI was that the developer would be responsible for maintaining the existing 338 parking stalls for public use at similar rates to those which exist today in any redevelopment plans.

Based on the REOI, two developers were invited to continue to the proposal stage, and the city ultimately received one proposal submission from TweelCo Properties. This proposal was presented to Council on January 16th, 2024. Video recording of the Special Meeting of Council at which the proposal was presented can be found below.

The proposed redevelopment of the Queen Street Parkade site includes the use of adjacent lands owned by the Proponent and would feature several amenities and uses. The proposal includes an additional 145 parking spaces for a total of 483, and approximately 40 residential units to be situated on top of the new parking facility. The proposal also includes plans for commercial and retail spaces on the ground level of the development (fronting Fitzroy Street and Great George Street), as well as an opportunity to improve the connectivity of existing infrastructure and utilities such as electrical and district heating lines. The proposal seeks to improve the integration of public transit into the project and improve public access to the parking facilities which currently exist through the addition of new entrances.

This project would, if approved by Council, begin within approximately 6 months of approval and construction would be expected to last approximately two years. During construction, public access to the existing parking facilities in the Queen Street Parkade would be maintained, with only periodic interruptions.
