Strategic Plan 2027-2031

The City of Charlottetown’s current Strategic Plan (2022–2026) - A Community for Everyone - is in its final year. You can view the plan and the City's progress report in the documents section of this page. We are pleased to share that over 93% of the action items are complete or on track for completion by the end of 2026.

The Next Four Years

The City is developing its next Strategic Plan (2027– 2031) to guide decision making and investments over the next four years.

Building on the foundation of the 2022–2026 Strategic Plan, the new plan will establish priorities that reflect the city's current and future needs. The planning process will include extensive research and input from residents, community stakeholders, City staff, and Council.

What is a Strategic Plan?

The City’s 2027-2031 Strategic Plan will be a roadmap that outlines priorities and goals to guide decision-making, support continuous improvement, and promote responsible community growth.

How to Participate:

As the City develops the 2027-2031 Strategic Plan, we want to hear from residents about the priorities that matter most to you, the issues you see, the recommendations you have, and the opportunities and challenges you anticipate. Your feedback will help shape the City’s priorities for the next four years.

Residents are encouraged to share their feedback through any of the following methods:

In-Person Open House

Date: Wednesday, Nov. 18, 2026

Time: 6 - 8 p.m.

Location: Charlottetown Library Learning Centre, Rotary Auditorium, 97 Queen St.

Details: The session will feature information displays and opportunities to speak with City staff and project consultants. Residents can move through the displays at their own pace and provide input on Charlottetown's next Strategic Plan. Note this session will be held in conjunction with a public engagement on the upcoming 2027-2028 fiscal budget - attendees will have an opportunity to provide feedback on both.

Community Survey

Date: January 2027

Details: All households in Charlottetown will receive a unique online survey code by mail in January 2027. This survey is an opportunity for all residents to have their say, share priorities, and provide feedback on the development of Charlottetown's 2027-2031 Strategic Plan.
