West Royalty Commercial Area Transportation Master Plan


The West Royalty Commercial Area Transportation Master Plan is the City of Charlottetown’s proactive initiative in anticipation of private development in the area. It’s designed to anticipate future traffic demands and mitigate the impact on residential neighbourhoods such as Sherwood. The overall goal is to develop a road network improvement strategy for both the 2031 and 2041 growth scenarios.

After the final round of resident feedback, amendments were made to the plan to clarify the primarily proactive and strategic nature of the report; it is a working plan that may be adapted as specific developments in the area are confirmed and needs change from what is currently anticipated.

The plans you have seen are conceptual – these are the first step in ensuring that the road network is viable and can support demand. Active transportation and transit facilities remain priorities for the City and their provision will be critical goals when the roads are designed and built. Measures are being taken to prevent commercial traffic from using the residential streets of Sherwood and, by ensuring that our primary roads can support the additional traffic, we’ll reduce the desire for motorists to find shortcuts through residential areas and improve safety.

This Plan was started in 2020 and many steps have been taken, feedback collected and processed to get to this stage with a strategy to work with as private development moves forward. Council has accepted the plan and the first phase of implementation is the Spencer Drive extension, which is set to begin in 2024.
