Strategic Plan
Consultation has concluded
The City of Charlottetown’s Strategic Plan (2022–2026) — A Community for Everyone — and the accompanying Action Plan (2023–2026) have provided a roadmap in guiding the City from where we were to where we are headed; supporting informed decision‑making and strategic progress.
Developed with input from residents, stakeholders, Council, and City staff, the City's four‑year Strategic Plan is grounded in the principle of creating a community for everyone, emphasizing a commitment to resident‑centered services, planning, and growth.
Following the approval of the Strategic Plan’s accompanying Action Plan, in February 2023, the City advanced priorities aimed at expanding infrastructure, promoting sustainable growth and climate resilience, strengthening service delivery, modernizing systems, addressing the pressures of rapid population growth, and prioritizing long‑term planning.
The 97 priorities outlined in the Action Plan fall under four overarching themes:
- Community Building and Placemaking
- Inclusive Economic Growth
- Governance and Civic Engagement
- Infrastructure and the Environment
Highlights of achievements to date include: shoreline protection at Victoria Park; housing acceleration initiatives; ongoing infrastructure investments; transit fleet expansion and expanded routes in response to record ridership; initiatives advancing climate resiliency and sustainable and active communities, sports infrastructure expansion and the new Simmons Sports Centre; completion of master plans to guide long‑term planning; modernization and digitalization efforts; infrastructure built for the 2023 Canada Winter Games; alongside significant downtown revitalization led by business and community leaders. Additional actions and achievements are outlined in the reports available on this page of Charlottetown Hall.
As the City enters the final year of the current Strategic Plan, the progress achieved to date reflect a responsive municipality striving to meet current needs, adapting to historic population growth, and planning proactively for the future. Strategic priorities and action taken demonstrate an ongoing commitment to responsible governance, resident‑centered growth, modernization and continuous improvement, responsible resource planning, and building a foundation for sustainable, strategic growth in the years ahead.
