Strategic Plan


The City of Charlottetown’s Strategic Plan (2022–2026) - A Community for Everyone - and the accompanying Action Plan (2023–2026) established a roadmap that has guided progress, supported informed decision‑making, and advanced strategic priorities.

Developed through input from residents, stakeholders, Council, and City staff, the Strategic Plan is grounded in the principle of creating a community for everyone.

Following Council’s approval of the Action Plan in February 2023, the City advanced priorities focused on responsible governance, resident services, infrastructure expansion, climate resilience, responding to growth, modernization, sustainability, and long‑term planning.

The Action Plan includes 97 priorities organized under four themes:

• Community Building and Placemaking
• Inclusive Economic Growth
• Governance and Civic Engagement
• Infrastructure and the Environment

Examples of achievements to date include:

Shoreline protection at Victoria Park; a new Official Plan and housing acceleration initiatives; the new Simmons Sports Centre; infrastructure repair and expansion; transit service enhancements in response to record ridership; adoption of the City’s first Climate Action Plan; advancement of climate resiliency initiatives; expansion of recreation facilities and programs; completion of master plans to support long‑term planning; infrastructure upgrades for the Canada Winter Games; progress in municipal modernization and digitalization; and downtown revitalization led by Charlottetown’s business and community leaders.

As the City enters the final year of the current Strategic Plan, the progress achieved to date reflects a municipality striving to meet needs, adapting to historic population growth, and planning proactively for the future.

I love to see seniors like myself being active and having fun. Life is too short to sit and fret about old age. I am 71 and walking is one of my strengths. I would like to see more walking groups. If the City produced a map of Charlottetown for walking with colored streets to show how many steps each color represents, seniors would be challenged to do more steps.
